The Congress permitted the colonies to form their own governments. Americans needed a rapid Independence from the Great Britain, and they thought they should have their own army and navy, and then abolished the British navigation laws to accomplish the truly freedom and independence. On July 4, 1776, Thomas Jefferson's Declaration of Independence had been passed by the Congress and signed by John Hancock, who was the president of the Congress. The copies of the declaration were sent out to all the states, and in November, the signatures of 56 states were finally completed. and from that time, the new country's identity had formed.
