The British government didn't realized that Americans wanted their own freedom and they were so stubborn as they thought if they had the power to the colonies, it will be completely power, and colonies in America had no rights to resist it. The British rulers were not willing to make compromise, so they made the Declaratory Act, which said that Parliaments were able to manage the Americans. They didn't even notice that the colonists had been Americans--- NOT being British any more.
The Townshend Acts

The Great Britain was silly enough to make another decision ,the Townshend Act ,which gave more pressure to the Americans. Benjamin Franklin told Parliament that they didn't want to pay internal taxes, and external taxes were acceptable. So Townshend wanted to make profits on many imported goods, and thus made Americans feel angry, and the chief leads people to refuse to import British goods, thus British export had been broken, the value of them descended nearly 40 percent in a year.
